Oman presents a pristine, welcoming face to international tourists, while at the same time creating a fiercely hostile regime for gay men. In 2018, they updated their laws to keep up with regional trends, ensuring everyone remains absolutely certain of their 100% heterosexual, manly manliness. So, the men in robes - that’s the culture, definitely not cross-dressing - at the top of society introduced Articles 261 and 263.

It is these articles in particular that have made the situation on the ground so dangerous as they are extremely vague. These acts target 'indecent acts' and 'lustful acts' which are subjective at best. Could it mean spitting on the street or looking at some man or woman in a 'lustful' way? It's difficult to pin down and that's the point - it means they can arrest anyone for pretty much anything. Gay people are the obvious target because these law makers can't stop thinking about gay sex, and they find it disgusting. Of course, they could just stop thinking about it, but no. They have declared that consensual same-sex relations will carry up to three years in prison under these new laws.

There is just not enough time in a day for the state now as it is also very busy tracking Western influence - that's where homosexuality comes from. The consumer protection bureau is now raiding retail shops to seize toys, shoes, and clothing displaying rainbow colors and leaving de-westernized retailers with grey and black boring goods to sell. Some might say this is total corruption and that the consumer protection bureau is only doing this so that they can have all the bright shoes and toys and colorful things to themselves. Of course, green and khaki are fine - that's why they are such perfect hosts to the American military.

On the digital front, popular dating apps are blocked entirely by the state firewall - although on the US base, everything is available. Local authorities use specialized cybercrime laws to monitor networks and run online entrapment stings. Logging into an app in Muscat means risking physical surveillance and police tracking.

The upshot of these laws is that specific prosecutions of the gay community falls under the radar as the community would likely be charged for 'morality' crimes like indecency and lustful behavior rather than a direct 'gay' crime.

Luckily, for the average gay person, they are not going to be caught with their guard down as alcohol is only permitted via a special license and usually only found in luxury hotels. The nightlife in Oman is regulated and beset with street cafes and quiet hotel lounges. If you are gay in Oman, the survival tactic is not to get caught. You get married instead, have as many children as possible and take every opportunity you can to show the world how much you hate gay people. That way, while you stay safe, you also have to live with that - and that is the destructive manipulation of the state that you are now complicit in. Of course, not every gay man in Oman is going to be living this way, many will just be living inside a terror regime that decorates itself with faux morality.

"On January 27 2020, the Royal Oman Police announced on Twitter that they had arrested 'a number of men in women’s clothing' in the town of Salalah... The police, who apparently determined that some partygoers were dressed in clothing not corresponding to their assigned sex, proceeded to arrest four of them... The court sentenced each of the four people to three years in prison, a fine of 3,000 Omani riyals (about US $7,800), and a month of street cleaning for four hours a day."

Travel & Fun

The Straight Show

"But, like most LGBTQ+ travelers heading to the Middle East, we were a little… concerned. After all, Oman is a conservative Muslim country where same-sex relations are illegal. Not exactly the place to whip out the rainbow flags and dance to Lady Gaga in the streets…"
Nomadic Boys Travel

PDA

Oman lacks any public venues, pride events, or visible community safe spaces. While travelers can enjoy the country's breathtaking deserts and dramatic coastline, any social interaction must remain strictly hidden. Public displays of affection are highly dangerous, and local hotels enforce conservative housing rules that require same-sex couples to perform a basic friends narrative.

Fun & Risks:

  • The Fun:

Stick exclusively to mainstream historical or beach tourism. Enjoy the sweeping architecture of Muscat, explore the desert dunes, and book upscale international resorts where privacy standards are generally respected for high-paying international guests.

  • The Risks:

Digital trap zones are a severe hazard and this is a place where your phone can get seized. Avoid logging into location-based dating apps without a good VPN, as local authorities use cyber units to monitor digital coordinates and conduct targeted sting operations against the community.

The Bottom Line

Verdict: Stay completely away. The threat of criminal prosecution, state-enforced digital entrapment, and systemic legal crackdowns make travel here exceptionally hazardous for gay men. They don't need your money, so don't rely on the normal tourist privilege.

Alphabet Briefs

Oman's 2018 Penal Code explicitly treats non-traditional gender expression and cross-dressing as major public decency crimes, mandating immediate arrest, with combined fines, community service and prison terms for individuals who present in public with 'non-normative' attire.

The Reality Check

Make no mistake, Oman is a terrifying place to get caught as a gay man. While general street violence is suppressed by heavy police surveillance, any public exposure or digital trap leads to swift arrest and up to three years in a harsh state prison.
