Lukashenka uses this 'strong man' bullying tactic to make himself appear more masculine to his voter base. However, the law is very dangerous for the LGBT community. By refusing to distinguish between adult same-sex relations and pedophilia, the law removes the possibility of a "civil" argument. If you defend one, the state accuses you of defending the other. This is a classic Propaganda Loop designed to silence dissent.
